Future gas disruptions could be avoided by implementing a system in which a state threatened with gas interruptions could purchase the necessary gas from another member state by paying the market price. This mechanism would be the embodiment of the European community founding fathers’ dreams of European solidarity which respects the free market. This ambitious project can become a reality only if the necessary infrastructure is built. Without incentives provided by the EU there is little chance that national transmission system operators will be interested in such expenditures like building interconnectors or extension of the underground gas magazines.
If we want to see European energy security become a reality, we have to focus on the establishment of the early stage warning system which would monitor gas supplies. Without a doubt, time is the last thing which should be wasted during a fuel crisis. At this level, responsibility for a quick reaction should lie in the hands of the EU. The early engagement of the EU would not only be a sign that European solidarity is not an empty word, but would also guarantee citizens would not be left alone. Only strong action by the EU can lead to solution which would protect the security of gas supplies of its member states.
The EU has to acknowledge the danger of gas interruptions which threatens the basic elements of European integration. The mechanism of compensation for gas from another member states is a fair and effective solution both for the buyers and sellers. It would allow a quick reaction in a time of crisis. However, energy solidarity means that we must also create a regional system of connections enabling reverse flow and build more interconnectors and gas magazines. Otherwise, solidarity will only exist on paper.
